OFFICE INTRODUCTION Ningbo Entry-Exit Inspection & Quarantine Bureau Technical Center is an independent legal institute which is subordinate to Ningbo Entry-Exit Inspection & Quarantine Bureau . It owns a professional technical group with the rich experience , the consummate technology . At present , it has 189 personnel . It shares 95 % of the total by the staff who have higher than college certificates . It possesses 1 researcher , 20 senior engineers , 25 staff with medium grade professional titles , 3 doctors , 38 masters with the reasonable personnel structure . It is about 16 ,000 square meters to the use area of the laboratory . It owns over 805 sets of various large-size instruments and equipments . The total value reaches to more than 80 million RMB . It includes the large -size precision instruments and all kinds of the inspection apparatus and devices such as the liquid chromatography-mass spectrometer,gas chromatography-mass spectrometer,plasma mass-spectrograph , gas chromatography / inert mass spectrum , plasma atomic emission spectrometer , X-ray fluorescence spectrometer , atomic absorption spectrometer , near-infrared spectrometer , gas chromatograph , fluorescent microscope ,ELIASA and so on . The Center is mainly engaged in the Inspection , classification , apprais al tasks to the imported and exported plants and plant products , animals and animal products , farm produce , food , petroleum and petroleum products , mineral products , chemicals , electric appliance products , coal , metal materials , packing , dangerous articles . Meanwhile it undertakes the technical research and service to inspection and quarantine and so forth . In 2005 , the Center has altogether completed the legal Inspection to over 25,000 groups of the samples . It has been entrusted to inspect and test higher than 6 ,000 groups of the samples . This Center has been approved by China National Accreditation Board for Laboratories ( CNAL ) . It is Metering Certification Inspection Institute . It sets up office , five Branch Centers , i.e . Biology Branch Center,Food Branch Center , Industrial Goods Branch Center , Electrical Inspection Center , Xiangshan Branch Center.It altogether has 15 Laboratories for the Potted Landscape , Plant Quarantine , Animal Quarantine , Food Microbiology , Molecular Biology , Food Physical & Chemical Inspection , Pesticide Residue , Animal Residue , Toxicology , Mineral Products , Petro -Chemicals , Dangerous Products , Cixi Electricat Inspection , Yuyao Electrlcal Inspection etc . Among them , Potted Landscape and Petro-Chemicals Laboratory have been listed into State-Level Key Laboratories . The Technical Center keeps the close cooperation with Shanghai Jiaotong University , Zhejiang University , Nanjing Agriculture University , South China Agriculture University , Ningbo University etc . It jointly recruits master graduates with Ningbo University . Relying on the abundant technical support from the Center , over the years , the total amount of plant epidemic situation that have been intercepted and captured by Ningbo Harbor ranks in the first ten among 35 Inspection and Quarantine Bureaus that area affiliated to the State ．Technical Center has been confirmed by Ningbo City as " Green Agricultural Products Quality Designation Inspection Institute". It is among the first lot to gain " Approved Qualifications from Overseas Inspection Institute of Korean Food & Drug Administration , 'KFDA' " . It has " First-Lot Wooden Products Toxic & Hazardous Substances Inspection Special-Items Laboratory" and" Battery Hydrargyrum Inspection Special-Items Laboratory" designated by General Administration of Quality Supervision , Inspection and Quarantine of the People ' s Republic of China . In 1998 , it has been approved by General Administration of Customs of the people’s Republic of China , Shanghai Inspection Center . It becomes the Entrusted Inspection Laboratory which has been designated by General Administration of Customs of the People ’s Republic of China . In February of 2002 , it found serious super-scale of the toxic and hazardous substances such as the multiple lots of the imported cobalt-nickel fine mines;arsenic , cadmium , lead etc . in fine copper mines . Premier Wen Jiabao makes the significant written instructions to " It can not Neglect the Pollution Problems Caused by the Toxic and Hazardous Substances in the Imported Mineral Products in Ningbo Harbor " which has been reported by this Center . It evokes the strong response in this industry . The Center actively takes part in over forty level tests such as " Toxic Wheat Quarantine Appraisal" , " Microbiology Colony-Counter and Bibrio Parahemolyticus Determination", " Cattle and Sheep Sources Inspection in Forage" ，"Aldrin , Dieldrin , Heptachlor Capabilities Validation in edible oil ", " Benzoic Acid , 2 , 4-Hexadienoic acid , Saccharin Sodium Inspection in Drinks" , " Vegetable Pesticide Residue Inspection ", " Fuel Oil " ," Sulfur in Diesel Oil " etc . and gains the outstanding achievements . In five years after its establishment , it has completed higher than 90 scientific research and specimen-making tasks and openly released above 200 thesis in the domestic and overseas publications . Among them , two achievements have been awarded " Second Prize" of " Prospering Inspection by Science ＆Technology " by Quality Inspection Head Bureau and six " Third Prize " . In 2006 , it has been appraised as " National Quality Inspection ' Prospering Inspection by Science ＆Technology Advanced Collective '" by General Administration of Quality Supervision Inspection and Quarantine of the People’s Republic of China . On Nov . 21st , 2005 , accompanied by Xi Jinping , Secretariat of Zhejiang Provincial Committee;Lu Zhushan , Head of Zhejiang Province;Li Changjiang , Head of General Administration of Quality Supervision Inspection and Quarantine of the People’s Republic of China , Wu Yi , Vice Premier of State Council , inspected the Technical Center Laboratroy which greatly encourages all the staff members . The Technical Center will , as always , provide the development of the inspection and quarantine career with the vigorous technological support and the professional guarantee . It fulfills the glory responsibilities of " Be Loyal to the Duties , Be Bold in Teking Responsibilities , Making Strict Checks , Safeguarding the Country and Reassuring the Public " .
