工业品安全检测分中心概况
| 宁波出入境检验检疫局技术中心工业品安全检测分中心由石油化工实验室、矿产品实验室和危险品实验室组成，其中石油化工实验室为国家级重点实验室，主要从事进出口石油及其产品、化工品、矿产品、煤炭、金属材料、包装材料、电子电气材料、打火机及危险品等的检测和分类鉴定工作，同时承接社会委托检验检测和鉴定业务。 分中心前身为宁波进出口商品检验局化矿实验室（原商检系统一级实验室）, 1999 年1 月通过CCIBLAC认可，2003 年3 月通过CNAL 认可。为国家质检总局指定的进口涂料专项检测实验室、可承检电子电气设备中毒害物质的首批实验室及海关总署指定的海关委托检测实验室。
检测周期表 [联络方式] 陈建国 0574-87022605 chenjg@nbciq.gov.cn 林振兴 0574-87022669 Linzx@nbciq.gov.cnINSTITUTION Industry Products Safety Testing Section ( IPSTS ) of Ningbo Entry-Exit Inspection and Quaratine Bureau Technology Center comprises the petroleum and chemical lab , the mineral lab and the dangerous product lab , among which the petroleum and chemical lab is the national key lab . IPSTS dedicates to the compulsory test and classifying appraisal of petroleum , petroleum products , chemicals , mineral , coal , metal , wrappers , electronic and electric materials ,lighters , as well as dangerous products . It develops the entrusted socially test and classifying appraisal , too . IPSTS is the evolvement of the original chemical and mineral lab of Ningbo Import-Export Commodity InspeCtion Bureau ( the original first-Class lab in the association of commodiy inspection ) , which acquired accreditation of CCIBLAC in Jan . 1999 and of CNAS in Mar . 2003 . IPSTS ownes the labs of imported dope testing specified by General Administration of Quality Supervision , Inspection and Quaratine of the PRC ( AQSIQ ) . One of its labs got the qualification of harmful subtances testing in electronic and electric equipments in the first place . At the same time , labs of IPSTS are to do entrusted tests for customs specified by General Administration of Customs of PRC . Now IPSTS has the lab area about 3200 square meters and capital asserts about 2.2 million yuan . It has over 220 advanced equipments that satisfy basically the need of daily test and development of new test items . IPSTS has powerful technology strength and owns 45 professionals , among which there are 2 doctoral graduates , 15 graduates , 15 undergraduates and the number of senior engineers , engneers and vice engineers accounts for 15.6 %,15.6% ,35.6% .All persons in IPSTS have passed professional trainings and have good qualification . After many years ' hard work , IPSTS has accomplished a lot in the compulsory and entrusted socially test field and accumulated rich experience . It often organizes all kinds of scientific lectures and trainings in order to improve the qualification of personnel , develops new technology , new methods , and revises standards . IPSTS has finished several inspections abroad and made inernational technological communications successfully . At the same time , IPSTS has recovered for many times in international arbitrations and maintained favorably our country 's honor and legal benefits of merchants . It has done a lot in the field of off - specification of copper concentrates radiation , fake application of bad imported metal materials as good nominally materials , counterfeiting fake name of imported goods , as well as off-specification of harmful components in imported oil . In Feb 2nd 2002 , harmful elements like arsenic , cadmium , and lead in several imported cobalt and nickel concentrates and copper concentrates were found serious off-specification , which was reported immediately in the news of " Pollution Problems caused by imported minerals from the Ningbo Port Can Not be Neglected " . The prime minister Wenjiabao gave the important direction about the information and the whole walk echoed actively . IPSTS’s scientific research is fruitful . Since the establishment of NIQB , IPSTS has established over 40 scientific research projects , 15 of whjch are AQSIQ-grade scientific research or establishing standards projects . over 60 papers have been published in professional periodicals and 16 projects has been finished and registered sucessfully , for which members of IPSTS has obtained many encouragements of AQSIQ and NIQB for promoting development of technology . Every lab of IPSTS has got good scores in the level test of coal , water, metal material , diesel organized by CNAS , APLAC , NATA , EC-JRC , etc . IPSTS publishes " The Quality Manual " according to ISO/IEC 17025 " The Accreditation Rules of Test and Calibration Labs ", which illuminates the quality destinations and guidelines .
